FVS-AMADE BURUNDI has organized, in the framework of the Project Community Cares for OVC funded by KIYO, trainings which were conducted in Kibago commune in Makamba Province and Burambi commune in Rumonge province; a new province, to the intention of the members of the communal council and heads of hill.

 

These trainings which took place from 23rd-25th September, 2015 in the two communes, had for objective to sensitize these local elected officials, who were also new in their functions for the most part, on the approach of Community Cares for OVC as well as their role and responsibility in the child protection system in place.

 

According to the Program Manager of Fvs-Amade who developed the theme of the Community Cares to OVC. This approach had the advantage to care for OVC  globally without any discrimination, to assist the child in time and in its real needs because it is in close proximity, the child received in a family is not a burden because there are neighbors, friends, associations and even the State that contribute to the wellness of the OVC. It avoids the geographical and cultural deportationof the child, because it is in close proximity, it alsoavoids the dispossession of property of the OVC and thus establishes good habits which have the chance to be transmitted from generation to generation.

 

He continued by explaining that in this approach, the main actor is the community built on the traditional values of solidarity and mutual assistance that he must be revitalized and which has the advantage of being sustainable in time. This approach of Community Cares for OVC does not need to be unanimous before being operational, it starts with those who have understood it first and others will be attracted by the results.

 

Community support is a long lasting and satisfactory solution. It is also an effective means of dealing with the phenomenon of street child because it attacks upstream by the close monitoring and downstream through the family reintegration or professional.

 

Later on, the Technical Advisor responsible for the Protection of the Children’s Rights presented the theme on the Role and Responsibility of local elected representatives in the children protection.

 

He started off on the legal bases and by insisting on what we were to see together in regarding the community caring for children, he was able to show using concrete examples that not only orphans are having difficulties but children in general.

 

Despite the existence of these texts of laws, of burrs committed to the place of children, violation of these rights do not lack heightened to the awareness of these laws. Therefore, the children need of a special protection because of their inexperience, their dependence and their vulnerability and this protection is included in the principles based on the community to take charge in the customary values and in the laws of the country.

 

 After long discussions and exchanges on the two presentations, each participant made commitments and recommendations ranging from in the direction of the improvement of the welfare of the child of their spring. In total 76 members of the communal council and the elected hillside reservoirs have been trained.
